Yes, you can use a trademark application as long as you are already registered on Seller Central as a seller and the application was filed with one of the trademark offices that participate in Amazon Brand Registry.
Amazon Brand Registry accepts both registered trademarks and pending trademark applications (with the application number) from the participating trademark offices. Amazon keeps the current list of countries and their requirements on its Brand Registry eligibility page.
